1.9 Sports

Introduction
The purpose of the Sports precinct is to enable development and activities associated with major sporting facilities. The precinct contains two sub-precincts:
AUT Millennium Institute
Bruce Pulman Park.

The activities, controls and assessment criteria in the underlying zone apply in the following precinct unless otherwise specified below.
1. Activity table
The following table specifies the activity status of activities in the ASB Tennis Centre and the AUT Millennium Institute sub-precincts.

2. Land use controls
1. The Auckland-wide - Temporary activities rules do not apply to the Sports precinct.
2.1 Noise
1. The controls of the underlying zone apply unless specified.
2. The noise generated by any activity as measured at or within the boundary of any site containing activities sensitive to noise or at the notional boundary of any activity sensitive to noise in the Rural zone must not exceed the following noise limits:

a. Noise levels must be measured in accordance with NZS 6801:2008 Acoustics – Measurement of Environmental Sound and assessed in accordance with NZS 6802:2008 Acoustics – Environmental Noise.
b. (T) is a Reference Time Interval of 15 minutes.
c. No penalty will be applied to amplified music or amplified voice sounds containing special audible characteristics (with respect to section 6.3 of NZS6802:2008) but other sources of sound may have a penalty applied if necessary in accordance with the same section.
d. The Prescribed Time Frame for the purpose of assessment according to NZS6802:2008 shall be the timeframe for which any particular noise limit applies.
e. Crowd noise is to be excluded from any assessment of compliance with these limits.
f. Helicopter movements should be restricted to no more than 30 in any 12 month period and 10 on any day (where an arriving flight and a departing flight comprises two movements) provided the landing and departures take place at least 150m from any neighbouring site.
2.2 Bruce Pulman Park
1.Within Bruce Pulman Park, a traffic and transport management plan in accordance with clause 6.2 of the Auckland Wide - Transport rules must be prepared and implemented for any event exceeding the anticipated crowd capacity identified below:
a. Threshold Anticipated Capacity = 10,000
2. Where no road closures are proposed, a copy of the traffic and transport management plan must be provided to Auckland Transport a minimum of two weeks prior to the event.
3. Where road closures are proposed, a copy of the traffic and transport management plan must be provided to Auckland Transport a minimum of four weeks prior to the event.

3.1.1 Yards
1. Front yard: 3m
2. Side and rear yard where the site abuts a site in a residential zone: 3m
3.1.2 Building coverage
1. Maximum building coverage: 50 per cent
3.2 Bruce Pulman Park
3.2.1 Temporary camping grounds
1. Any temporary camping ground must not be in place for more than 72 hours.

The council will reserve its control to the matters below for the activities listed as controlled in the activity table.


1. Temporary camping grounds
a.The extent and location of the temporary camping ground having regard to the potential effects on users of the park and the surrounding residential area.
b. Parking numbers and locations.
c. The reinstatement of the area of Bruce Pulman Park affected by the temporary camping ground.
