1.6 Racing

Introduction
The Racing precinct provides for land use activities and development associated with the major horse racing (and at Counties Racing Club motorsport) facilities in Auckland. Along with racing the precinct provides for supporting activities such as training, veterinary services and equestrian related sales.

The precinct contains four sub-precincts
Avondale Racecourse
Counties Racing Club
Ellerslie Racecourse
Franklin Trotting Club

The activities, controls and assessment criteria in the underlying zone apply in the following sub-precincts unless otherwise specified below.
1. Activity table

2. Land use controls
1.The Auckland-wide Temporary activities rules do not apply to the Racing precinct.
2.1 Noise
1. The noise generated by any activity, except motorsports, as measured at or within the boundary of any site containing activities sensitive to noise, or at the notional boundary of activities sensitive to noise in the Rural zone, must not exceed the following noise limits:

a. Noise levels must be measured in accordance with NZS 6801:2008 Acoustics – Measurement of Environmental Sound and assessed in accordance with NZS 6802:2008 Acoustics – Environmental Noise
b. (T) is a Reference Time Interval of 15 minutes.
c. No penalty will be applied to amplified music or amplified voice sounds containing special audible characteristics (with respect to section 6.3 of NZS6802:2008) but other sources of sound may have a penalty applied if necessary in accordance with the same section.
d. The Prescribed Time Frames for the purpose of assessment according to NZS6802:2008 shall be the timeframe for which any particular noise limit applies.
e. Crowd noise is to be excluded from any assessment of compliance with these limits.
f. Helicopter movements are restricted to no more than 30 in any 12 month period and 10 on any day (where an arriving flight and a departing flight comprises 2 movements) provided the landing and departures take place at least 150m from any neighbouring site.

3.2.3 Yards
1. Yard to all boundaries are 20 metres – except as follows:
a. Ticket boxes and entry ports not exceeding 4m in height may be located:
i. within any yard abutting Mitchelson Street, Morrin Street or the motorway
ii. within 6 m of all other boundaries.
2.Buildings within Area 2 may be located up to 6m from any boundary abutting Morrin Street, the motorway and Mitchelson Street.
3.Buildings within Area 1b may be located up to 6m from any boundary abutting Ladies Mile.
3.2.4 Screening
1. Screening must be provided where any outdoor storage, refuse disposal area, service or parking area adjoins or directly faces the road or land within the residential zones. These areas must be screened from:
a. the land within the residential zones by a solid wall not less than 1.8m in height constructed of concrete, brick, stone, timber or such other material as approved.
b. the road by a solid wall not less than 1m in height, and densely planted with vegetation and shrubs that will screen the areas during all seasons of the year.
2. This provision does not apply to the parking areas facing the Southern Motorway and Mitchelson Street.
3.2.5 Parking
1. Parking for grandstands must be provided at the rate of one parking space for every four persons the grandstand is designed to accommodate.
3.3 Franklin Trotting Club
3.3.1 Yards
1.Front yard to Station Road, Yates Road and Golding Road: 10m. The front yard must comprise at least 50 per cent landscaped area. 
2.Side and rear yards: 6m.
3.3.2 Building coverage
1. Maximum building coverage or the cumulative total area of buildings must not exceed 50 per cent of the total site area.
